Description:The TransPAC SEAT-TOKY Backbone Circuit is now available.  The circuit provider 
has been contacted and has determined the cause is a hardware issue in Tokyo. 
The switch has been bypassed to allow traffic to resume. A maintenance will be 
scheduled to repair the faulty switch, however a time for the maintenance has 
not been determined. All services are currently restored. No further outages are 
expected.
